Summary
While playing a game of truth or dare, Okuyasu prompts Josuke to recall the nearly-forgotten summer of '89, when Jotaro Kujo came to Morioh to hunt for a serial killer. Eager to latch onto any excuse to spend time with Okuyasu (whom he sorta-maybe-definitely has a crush on), Josuke agrees to meet up regularly so Okuyasu can pick his brain about the events of that summer. But when news begins to circulate of a recent series of murders that resemble those of the killer Josuke supposedly helped his nephew track down ten years ago, remembering what transpired in 1989 suddenly becomes a matter of life or death.
(A fan-made part 4 prequel/sequel featuring Mother 1, forensic scrapbooking, local history, and a chorus of sarcastic ghosts.)

The ocean is cold. Cold and wet and dark, heavy and oppressive and lonely, infinite and unyielding and--
Mostly cold. Mostly dark. Mostly solitary. Those shouldn't really bother Dio--he is cold himself as a being beyond the human limitations of the grave; his eyes tear easily through the shadows of night like hands through thin threads; he is above such things as loneliness, it's laughable to even think he might want companionship, much less that he would cow to such disgraceful, pathetic human needs--he surpassed that particular human necessity even before truly transcending humanity.
But regardless, his skin aches from the lack of warmth. All his eyes show him are the claw marks he's ripped through the soft cloth of the inside of the coffin the few times he managed to corral the recalcitrant body beneath him into shape enough to direct it. And the quiet--the way the silence of the ocean deafens him and any sort of mundane, inane, commonplace, comforting sound of life he didn't even realize he was used to even while isolated--the quiet is the worst.
or, Dio's century under the sea, summarized. Nowhere to go and nothing to do but think, and so he stews in his own thoughts.

Two weeks following the events concerning Maligula, Sasha needs to complete Raz's debriefing on the mission. During the interview, pipes in Sasha's wall suddenly burst! It seems Raz is having trouble getting ahold of his new hydrokinesis ability, so Sasha proposes he goes into the young agent’s mind and sort things out.
This turns out to be a much bigger deal than anticipated.
