Summary
Tobirama can see Madara's sanity slipping, can feel it in his chakra. The only way he can fix this is by bringing Izuna back, but Hashirama had banned him from using Edo Tensei.
Well, not just Edo Tensei. Hashirama had explicitly banned him from creating life in any way other than using "natural methods".
So perhaps this new plan of his would be bending the rules a bit, but surely Hashirama wouldn't mind if it meant that he could keep his best friend?
Now, he just had to figure out how to get Madara to play his part...

Tobirama decides the best way to have Madara stay sane AND get around his brother's rules on making life in any way other than "naturally" is to turn himself into a woman and reincarnate Izuna as his and Madara's son.
The rest of the reincarnated siblings were simply the next logical step :)

Summary
Normally, in reincarnation stories we would say "Touya Todoroki is reincarnated as Mari Katsuki", not, as I would prefer to write it here: "Mari Katsuki has Touya Todoroki's memories"
The reason I would rather say it that way? Because these stories ain't about that pyromaniac-patricidal-punk! No, Katsuki Mari was seven years old and she wasn't gonna let the memories of a mass murderer evict her from her own body! They might share a soul, but she was her own person.
She certainly wasn't going to take on any of his bad habits like:
burning people alive
or
burning himself alive
or
(trying) to burn his family alive
or
ARSONNo, she was too busy being a good and responsible big sister. Touya could stay dead. His memories weren't from her, but if it gave her little brother Yuuri a better chance in life, she would sure as heck use his knowledge!
(Yuuri Katsuki really just wants to know why his sister knows how to both make and defuse bombs, and also why she enjoys laying on the ice rink when he should be practicing...)
