Summary
Sam Flynn, while looking for his Dad, falls into the Grid earlier than the movie, at age 11. After being caught by Rinzler, Sam mistakes Clu for his Dad, Kevin Flynn. Clu thinks he can manipulate Sam’s User powers by pretending to be Kevin Flynn, so he goes along with this.
Clu does not know what a child is.
Meanwhile, Rinzler is dealing with the overwhelming instinct to protect Sam at all costs, and Sam exploring the Grid with no comprehension of danger.
I view Kevin Flynn, Tron/Rinzler, and Clu as like brothers, so this is basically Sam Flynn getting to hang out with his weird uncles.

Title inspired by the 1942 novella, Le Silence de la mer (The Silence of the Sea). "...written in 1941 by Jean Bruller under the pseudonym 'Vercors'. Published secretly in German-occupied Paris in 1942, the book quickly became a symbol of mental resistance against German occupiers."
Citing the history of the Occupation and Resistance in WWII, along with the rich canons of TRON: Betrayal, TRON: Evolution, TRON: Uprising, and TRON: Legacy, this story delves further into the story of the ISOs, beginning at TC (Tron Cycle) 269--just before Quorra's resolution in TC 270. With a mixture of familiar faces and some new ones, witness the peace, unrest, and heartbreak of the miracles of the Tron System.
