The storm had spat him out alone on nothing more than a piece of rock. No Merry, no Luffy, no Nami, Sanji, or Usopp. Just him, and an abandoned shrine - that may or may not be abandoned.
All Zoro can do is wait, pray the storm ends, and ask for leniency from whoever or whatever still lives here...
... and hopefully not get consumed by the curse that hangs over this place.
