“Well,” said Nina, making an effort to sound cheery, knocking her mug into Wylan’s in salute. “Off he goes to Hellgate! He clearly hated listening to you lay out everything he’d ever done wrong under an oath to Ghezen. His expression was almost as tragic as his hairline--”
Wylan smiled weakly-- and then had it immediately wiped off his face by Kaz’s response.
    “Except he didn't,” said Kaz.
    Everyone’s heads turned.
“What d’you mean?” frowned Jesper. Wylan stared warily down the table--
“Wylan didn’t lay out everything his father had ever done wrong.”

“So, yes.” Kaz said. “It is a good idea to collect in the Barrel. Merchers don’t care about some puerile charity project, but the Barrel is built of survivors. It has a very long memory. Say some jumped-up kid pinches some kruge from them. When he comes back to his boss, who lost his girl and his Da and his best friend in the Queen’s Lady, and presents him with money that’s meant to be funding a memorial for them? Them, the people who never get a scrap of respect, who were left to die in the streets? That kid will be lucky if he escapes with both of his hands.”

‘Kaz managed to endure it all the way past the iron railings of Zentzbridge, the grating covered in little bits of rope tied in elaborate knots, sailors’ prayers for safe return from sea. Superstitious rot.’ (SOC, Chapter 3)
    ---
Inej leaves. Kaz waits for her. It should be as simple as that, but it's not, really. There's religion and superstition and criminal sensibilities to muddy the waters.
Plus, the Ketterdam weather really is terrible.

    Summary

In time, he almost forgot what he had once been able to do. Water was his most ardent foe, not an ally. Water was the bodymen’s boats, Reaper’s Barge, and Jordie’s corpse. The water had given, and could give him, nothing that he wanted. It would make no bargain with him that could be worth it– so he would not try. He eked out his fortune and his revenge with every bloody punch and petty swindle and broken bone. He ignored the hiss and slap of the filthy water in the canals that wended through the city, the roar of the waves at the harbour that smashed boats to pieces, the sinuous curl of the mist on wet nights that got you jumped if you weren’t paying close enough attention. The Ketterdam water had a touch of the mocking about it– a determination to be as awful and monstrous and polluted as he was. But Kaz didn’t need a reminder of what he’d become. The water had his brother; it would not have him, too.
