This law forces Harry to either marry him OR find someone who will beat Lestrange in a duel and win his hand instead. There IS a duelist Harry knows, but... Snape doesn't want to marry him. Snape's sense of duty makes him agree, but he's not ready to give up just yet. He knew Rabastan during the first war and thinks that Harry will be happier with Lestrange than him. After some negotiating, Snape convinces Harry to marry Lestrange instead of him.
