Frankly even then their relationship was in a weird gray area of 'What are we?' So they decided one time to just...experiment. See how that plays out.

"I am not at work now.", Rook cut him off, which he never did, but he'd already started and he couldn't stop now, "And I do not appreciate when you are being presumptuous about my motivations for the purpose of self-deprecation."
Ben looked up from his fries like he'd been slapped in the face.
Or: Ben didn't want a partner because he didn't want anyone to be close enough to see the wreck he was, or maybe he did. Rook wanted to do some good but never seemed to get it quite right, or maybe he did. Saving the world, as it turns out, brings them closer together.

Ben 23 thought he’d be ready for the day Khyber arrived.
He didn’t have his own Revonnahgander to partner with or even an Osmosian and Anodite to fight alongside but Azmuth and Tetrax were more than enough for him. With them at his side, he’d handled nearly every villain the other Bens warned him about and he thought he’d managed interplanetary relations well enough that a handful of them would never even show up. Surely he’d figured out this hero thing by now, at least enough to handle the enemies the other Bens had fought.
Ben 23 knew Khyber was cruel but he hadn’t expected his version of Khyber to be cruel enough to put the Nemetrix on his dimension’s Rook Blonko. This wasn’t how he’d dreamed of meeting his future partner.

While Ben is pregnant, Vilgax finds and attacks him. After 10 years of raising his and Rooks children away from Rook and the Plumbers to protect them from Vilgax, Ben 10 is forced to return.
